Competition Standards and Administrative Procedures
These Rules & Regulations establish the official standards governing club participation, member and pigeon records, race entries, timing information, published results, competition conduct, administrative review, and related URPA procedures.
Why Two Pigeons in the Prize Zone Beat One Single Winner
Adjust the race distance, birds sent, and finishing positions. The simulator applies the URPA Base Value, the 0.7 flight coefficient, the Effort Bonus, and the official 20% prize limit.
One Single Winner
One pigeon takes first place. It receives the highest individual score, but the loft has only one pigeon inside the prize zone.
Two Pigeons in Prizes
Even when both pigeons finish at the bottom of the official prize zone, both receive the Effort Bonus and their combined score exceeds one isolated winner.
Depth, consistency, and team preparation
A tailwind, a favorable line, or one exceptional arrival may help a single pigeon win a race. Placing two pigeons inside the official 20% prize zone demonstrates that the loft prepared more than one competitive pigeon.
URPA still recognizes the race winner, but it also ensures that a deeper, more consistent team is not defeated by one isolated result.
General Principles
URPA is committed to promoting fair competition, accurate reporting, responsible club management, and organized recordkeeping for racing pigeon clubs and members.
All activities conducted through URPA shall be guided by honesty, transparency, respect for competition integrity, proper administration, and responsible care of the pigeons involved.
Participation in URPA-related records, results, or reports requires that clubs and members act in good faith and submit information that is accurate, complete, and consistent with the actual race activity.
Animal Welfare and Pigeon Care
The welfare of the pigeons must always be considered before, during, and after competition.
Each member is solely responsible for providing the care necessary to keep their pigeons in good health and suitable physical condition. This includes, but is not limited to, proper housing, feeding, hydration, hygiene, training, rest, handling, transport preparation, and general management.
Members are expected to monitor the condition of their pigeons regularly and to act responsibly if a pigeon appears sick, injured, exhausted, weak, or otherwise unfit to participate.
A pigeon should only be entered into competition when the responsible member believes the bird is fit to compete and has been properly prepared for the conditions of the race.
Member Responsibility
Each member is responsible for the pigeons entered under their name, loft, or club record.
This responsibility includes the accuracy of pigeon identification, band information, ownership or handling information, race readiness, and the general condition of the pigeons before they are entered into competition.
Participation in any race or official report implies that the member accepts responsibility for the pigeons submitted under their name and acknowledges that URPA relies on the information provided by clubs, members, and authorized representatives.
URPA does not assume responsibility for the daily care, health condition, training, management, or transport of any pigeon. Those responsibilities remain with the member, handler, loft owner, or club as applicable.
Club Registration and Club Records
Each club participating in URPA activities must be properly registered and must maintain accurate club records.
Club records may include club name, acronym, authorized representatives, members, lofts, pigeons, stations, races, race entries, and related administrative information.
The accuracy of club registration details, member rosters, pigeon records, and race information is the responsibility of the club and its designated representatives.
Any updates to club information, member listings, pigeon records, or race records should be submitted in a timely manner to preserve the accuracy of official records and published results.
Pigeon Registration and Identification
All pigeons submitted for race records or official results must be identified with accurate band information.
Pigeon records may include band number, organization, year, letters, color, sex, member, loft, and related identifying information.
Clubs and members are responsible for ensuring that pigeon information is accurate before race entries are submitted or results are published.
Incorrect, incomplete, duplicate, or misleading pigeon records may affect race entries, rankings, reports, or historical records and may be subject to correction.
Race Entries
Race entries must be submitted accurately and in good faith.
Each club or authorized representative is responsible for ensuring that the pigeons listed for a race correspond to the actual pigeons entered, clocked, imported, or reported for that event.
Race entries should reflect the correct club, season, category, race, member, pigeon, and timing information.
URPA may rely on the information submitted by clubs and authorized users for the purpose of calculating results, rankings, reports, and historical records.
Timing Data and Race Results
All timing data, arrival information, imported files, and reported results must be submitted accurately and in good faith.
Official results and rankings published through URPA are based on the data submitted by participating clubs, members, race secretaries, or authorized users.
Results may include position, arrival time, distance, velocity, points, rankings, and other race-related calculations.
If an error, discrepancy, or incomplete record is discovered, URPA may review the available information and make appropriate corrections to preserve the accuracy and integrity of the records.
Race Calculations and Rankings
URPA may calculate race results, velocities, points, prize limits, rankings, Champion Bird reports, Champion Loft reports, Single Flyer reports, and related standings using information entered or imported into the platform.
Race calculations depend on accurate release information, member or loft coordinates, pigeon records, timing data, and race entry data.
Clubs and members are responsible for reviewing submitted information and notifying URPA or the appropriate club administrator if a correction is needed.
Published rankings are administrative records generated from the information available at the time of calculation and may be corrected if valid errors are identified.
Weather, Release, and Race Conditions
Clubs and race officials are responsible for making race-day decisions according to their own judgment, procedures, and local conditions.
Weather, release conditions, transportation conditions, and race readiness should be considered carefully before pigeons are released or entered into competition.
URPA may display release weather, arrival weather, station information, race date, release time, and related race details when such information is provided.
URPA does not control weather conditions, transportation, liberation decisions, or the physical handling of pigeons.
Competition Integrity
All clubs, members, handlers, race secretaries, and authorized users are expected to conduct themselves in a manner consistent with fairness, honesty, and respect for the competition.
Any conduct that undermines accurate reporting, proper recordkeeping, fair participation, or orderly administration of results may be reviewed.
False, incomplete, manipulated, or misleading information may affect the validity of race entries, race results, rankings, or official records.
URPA reserves the right to review irregularities, correct records, restrict publication, or take administrative action when necessary to preserve the credibility of the platform and its records.
Published Results and Historical Records
URPA may publish race results, rankings, reports, and historical records as part of its official race results platform.
Published information may include club name, member or loft name, pigeon band ID, race name, station, season, category, arrival time, distance, velocity, position, points, and rankings.
By submitting race-related information to URPA, clubs and authorized users understand that such information may become part of public race results or historical competition records.
Corrections, Disputes, and Administrative Review
If a club, member, or authorized representative believes that a race record, pigeon record, timing entry, or published result contains an error, the issue should be reported as soon as possible.
URPA may review the available records and make corrections when appropriate.
Administrative review may include checking race entries, imported files, member information, pigeon records, release information, timing data, or other relevant documentation.
Any correction or administrative decision shall be made in the interest of accuracy, fairness, transparency, and orderly recordkeeping.
Responsibility for Access and Data Entry
Authorized users are responsible for maintaining the confidentiality of their login credentials and for ensuring that data entered under their access is accurate and properly authorized.
Clubs are responsible for determining who may submit, edit, import, or manage club records within the URPA platform.
URPA may restrict or suspend access if misuse, unauthorized activity, inaccurate recordkeeping, or improper administration is identified.
Limitation of Responsibility
URPA provides a platform for race administration, recordkeeping, result calculation, and publication.
URPA does not assume responsibility for the daily care, training, transportation, release decisions, health condition, injury, loss, or performance of any pigeon.
Each member, handler, loft owner, and club remains responsible for the pigeons under their care and for decisions made regarding their participation in competition.
URPA is not responsible for errors caused by incorrect information submitted by clubs, members, race secretaries, or authorized users.
Amendments and Administrative Authority
URPA may update, revise, interpret, or expand these Rules & Regulations as necessary to support fair, orderly, and effective administration.
Any amendment, clarification, or update shall become effective when published on the URPA website or otherwise communicated through recognized URPA channels.
URPA also reserves the authority to make administrative decisions on matters not expressly covered in these Rules & Regulations when reasonably necessary to maintain organization, consistency, accuracy, fairness, and the integrity of official records.
